That’s Zach Wahls testifying against a bill put forth in the Iowa House of Representatives to put an amendment to the Iowa state constitution that would ban gay marriage on the ballot in 2013. The bill passed in the House anyway, but Senate leaders (particularly Senate Majority Leader Michael Gronstal) have said they’ll block it from coming to the floor there, which basically means that any further action that could bring up a vote is delayed until at least 2014.
